How do you add visual effectsto Movie Maker?
My friend and I are making a video and I want to know how to add visual effects. We want to do add stuff like people freezing people and blurring faces. How do you add that sort of stuff?
No visual effects like that in WMM (windows movie maker) that I know of. WMM is a very basic video editing software application that is part of the Windows operating system. It is very limited feature-wise. Sorry.

3D animation is either completely computer generated while a visual effect may incorporate action shots or actual filmed or photographed images with animation.

Is there any art college suitable for students who want to study Visual Effects? I think the SCAD's courses are really good. But is there any other colleges similar or better? Thanks!
Yes, there are better colleges than SCAD, although SCAD isn't half bad. Better colleges would include: - RISD - California Institute of the Arts - Carnegie Mellon - School of the Art Institute of Chicago - UCLA - School of Visual Arts - New York University - Art Center College of Design - Rensselaer Polytechnic Institute - U California San Diego Those schools rank at the top of the lists for visual effects. SCAD is a good school, but no where near the quality of the schools I listed. Note that some of them specifically have a "visual effects" major, while others call it other things, but it really is visual effects. So if you don't see "visual effects" listed specifically, check under things like multimedia and etc. No matter where you go to school for visual effects, make sure you do an internship in the field. This will improve your portfolio, build your resume, and help ensure you can actually get a job in your field when you graduate. An internship is very important in this field. Do not skip it!
