Turkish still uses Roman alphabet. The extra dots don't change that. Many languages that use the Roman alphabet have extra diacritic marks on some letters in order to mark sounds that the original Roman alphabet does not have. But they are still the Roman alphabet. Are you sure that Azerbaijani uses the Roman alphabet. For the last 80 or so years Azerbaijani has been written with the Cyrillic alphabet.
