justinian was able to stand up and conquer ,but in the ending days he left nothing strong enough so heraclius just fell down more weak and left an empire under threat ,basill ll was able to restand so if u say as emperor i would choose between justinian or basill ll , my opinion basill ll ( more fierceful in character )

in that time period i think of Ghengis Khan. but as leader I believe it all has to do with intelligence and charisma, intelligence keeps you alive against your enimies and charisma keeps your people from killing you. I read that Ghengis Khan cried many times in public, i know that doesn't have to do with the question but i think its interesting.
