RBI's Banking Ombdusman scheme covers all banks operating in India including foreign banks. Before filling your complaints it's better to exhaust the grievance redressal mechanism available within the bank. Banks are required to put in place such a mechanism in place. So contact the Bank and proceed accordingly.
